We spend the majority of our lives working and some people clearly don't care about their jobs. In some cases, we could even call them totally incompetent. For example, an architect who "forgets" to think about functional aspects of a building.
Most of the time, no-one's harmed, but owners or state-funded projects may find themselves suddenly out of pocket. The result is laugh-out-loud mistakes that make us wonder if the person in question has managed to still hold down their job...
